🔥 2026 Rule: SMEs Can Hire Too

Taiwan graduates within 2 years of graduation hold personal work authorization. Any legally registered company — regardless of size — can hire them directly. No work permit application required.

🚀 Exemptions

Companies in the Five Trusted Industry Sectors (semiconductors, AI, next-gen communications, net-zero, startups) and the Six Core Strategic Industries, or innovative startups under 8 years old are fully exempt from all thresholds above.

    Salary threshold NT$47,971. Taiwan grads may use Points System to waive it.
    Graduates from world's top 200 universities may apply for an individual work permit.
  • White-Collar Talent
    Category 2

    Foreign Specialist Professionals

    Employer appliesor Gold Card (self-apply)
    Permit
    Employer applies for work permit — tied to employer, up to 5 years
    Or talent self-applies for Gold Card — not tied to employer
    Highlights
    12 designated fields: tech, finance, culture & arts, education, law, biotech, etc. Monthly salary threshold NT$160,000 or equivalent achievement.
  • White-Collar Talent
    Category 5

    Permanent Residents

    Hire like a local

    No permit needed — hire directly
    Scope
    Spouses of Foreign Professionals who have obtained permanent residency; Specialized or Senior Professionals who have transitioned to permanent resident status.

    Max 20 hrs/week during term; unlimited during breaks. In compliance to the Labor Standards Act

    Any legally registered company may hire directly, with no occupational restrictions. Extended stay up to 2 years (1 year for Hong Kong/Macau graduates).

Do International Talent Use?

Verify candidate credentials to confirm visa and administrative requirements.

  • Employment ARC

    Alien Resident Certificate

    Employer must apply for the work permit; the permit is tied to the employer.

    Changing jobs requires a new application, and residency ends upon leaving the company.

  • Gold Card

    Employment Gold Card

    4-in-1: work permit + ARC + resident visa + re-entry permit. No employer application needed.

    For qualifying holders, the portion of annual salary above NT$3M is taxed at half rate for 5 years.

  • APRC

    Alien Permanent Resident Certificate

    APRC holders possess open work rights, enabling employers to recruit them directly without applying for a separate work permit.

    Note: The candidate's physical APRC must feature the official annotation confirming open work authorization.

  • New 2026

    ARC Extension

    Job-Seeking Extension for Graduates

    International and overseas compatriot graduates of Taiwan universities holding a post-graduation ARC extension may be hired directly without a separate work permit application.

    Employers may recruit eligible graduates across full-time or part-time roles in any lawful industry sector.
