What Documents Do Foreign Professionals Need to Work in Taiwan?

  • Alien Resident Certificate ARC

    Standard Work Authorization

    The employer must apply for a Work Permit on the employee's behalf. Residency is granted only upon permit approval.

  • Employment Gold Card Gold Card

    Open Work Rights

    A combined 4-in-1 card. Holders have open work rights and do not require an employer-sponsored permit. They may change jobs or take on part-time positions without additional approval.

  • Alien Permanent Resident Certificate APRC

    Permanent Residency

    Holders have open work rights and do not require an employer-sponsored permit. Companies may hire them directly, as they have already established permanent residency in Taiwan.

    Student ARC + Job Seeking ARC

    Foreign students who graduated within the past two years may hold a Job Seeking ARC, which includes a Personal Work Permit. Any legally registered company, regardless of capital size, may hire them directly without the standard permit application process.

[ Eligibility Exemptions ] Employers who meet any of the following conditions are fully exempt from all requirements listed above: Foreign company representative offices or branch offices approved by the relevant central authority, with a demonstrated operational track record in Taiwan / R&D centers or regional headquarters established with approval from the relevant central authority / Employers recognized as making a substantial contribution to Taiwan's economic development, or approved on a case-by-case basis by the central competent authority / Startups with demonstrated innovative capability, subject to case-by-case approval by the competent authority

2026 Policy Update: Job Seeking ARC

Starting in 2026, Overseas Compatriot students and foreign students who graduated within the past two years may hold a Job Seeking ARC, which includes a Personal Work Permit. Any legally registered company, regardless of capital size, may hire them directly. Please refer to the official Ministry of Labor guidelines for full eligibility details.
